This doesn't really seem like a JAWS scripts question. And Google is your
friend.
In short, the MS Speech API (SAPI) would be the way to go. And a Google
would tell you that you can buy some stuff from here:

And Windows even has SAPI synthesizers installed. They don't' sound great,
but plenty good enough to do initial development work before making an
investment.

As far as I am aware none of real Speak Solo Direct, Vocalizer Direct or
Vocalizer Expressive are COM objects. They use a custom API (you have to get
the API from nuance, and I don't believe they hand it out without a license
in hand).
