Ah, so I wasn't the only one who was annoyed by the change from whole
page header jumping!  I even asked for a switch to bring back the old
behavior, since it used to do this.

As for your question, I would probably start with
GetCurrentHeadingLevel, GetTagIndex and and GetHeadingCount.
