Have you tried Control Page Down for the next page?
Also might be worth checking that view menu, page display is set to Enable
Scrolling and not Single Page View.

I've noticed that one relatively common way in which JAWS won't read PDFs
is when it gets stuck on the first page and won't read any further. This
happens in both "text" PDFs and in "image" PDFs that have had OCR carried
out (and when I can see that the OCR text is there as hidden text). The
issue here seemingly isn't JAWS not having any text to read, but with JAWS
not being able to get beyond the first page of a document. Reading order
never seems to make any difference.
Does anyone know why this issue occurs? Is there something about the way
PDFs are structured which can break and render them unusable for JAWS?
