Because this change is only a temporary speech rate change. When
JAWS exits the message being currently read, it reloads its
settings files even though you are still in Outlook.
Make permanent changes to the Voice Rate with: Ault + Ctrl +
Windows and Page Up or Page Down.

Found this in the Keyboard commands book, option K on the Jaws
Help Menu, skip down to Jaws Keystrokes then  select Change Voice
Rate On the Fly.
