Windows 98 with their Jaws. If you do downoad your Jaws from this link:

Jaws 6.10 update has been posted by Freedom Scientific for all current Jaws
6.0 users. This update provides fixes and feature enhancements to Jaws.
This release will work with your existing ILM authorisation if you already
have Jaws 6.0 installed.
As a side effect of the new unicode support provided in Jaws 6.10 there are
two downloads to choose from from.
If you use Windows 95/98 or Me then you must use the non-unicode release
downloadable from here:
ftp://ftp.freedomscientific.com/users/hj/private/WebFiles/JAWS/j610982u_ILM.exe
If you use any other Windows operating system, for example Windows NT4, XP
or 2000 then you may use the Jaws unicode release:
