Jim,
Go to the File Menu > Options > Mail.
This opens a multi page dialog box.
Press CTRL + TAB to move to the page labeled signatures.
When this page opens, TAB around to find NEW; all the usual options are
available.
Just make sure to check the box labeled:
"Add Signature to all outgoing messages"
