It is not a good idea to base this decision on the version number 
since the Castle/ROOL and the ROL strands of the FontManager have 
their independent version numbering schemes in parallel, so there is 
no clear cut-off point, and it is possible (even likely) that there 
are UCS and non-UCS capable FontManager modules around with identical 
version numbers.

For instance:
RISC OS 4.39: FontManager 3.51 - not UCS capable
RISC OS 5.01: FontManager 3.55 - UCS capable
RISC OS 4.42: FontManager 3.58 - not UCS capable
RISC OS 5.16: FontManager 3.66 - UCS capable
RISC OS 6.21: FontManager 3.69 - not UCS capable

You can check by simply using some UCS functionality and checking for 
returned errors.
