[isapros] how to set port 80 not go above 200 milliseconds

Hi
Please shed light on the following:
I have a client behind ISA Server trying to establish connection to business
online banking. The message comes up saying "Error occured while communicating
to server. Header error [-1 null]".
I have called the bank in question and was advised to change the settings on
Port 443 and 80 must be increased and set to not go above 200 milliseconds.
I am not being advised where exactly to make these changes
Please help...
