using Backup Route when recieving error web page

Hi all
My primery route is a upstream proxy server. when internet through this
connection is unavailable I recieve a web page "Suspected Satellite Link
Outage ..."
How can I configure ISA for using Backup Route in this situation ?
How can I tell to ISA this error page = primary route is unavailable =>
use Back up route
