For the same user who is configured to use either of the ISA's, if I set the proxy in the IE to be the ISA2000 she can browse, if I set it to the ISA2004 she can't browse that specific site only. The ISA2k4 log looks ok. While it's certainly possible to block those requests, ISA doesn't do this by default.
