publish ftp server on same server as ISA

Hello
Using the following MS article on "publishing an FTP server on the same
server as ISA", still no success! I am able to make an active
connection, but not a passive connection and, as a result, causing me
huge grief! The application being used only allows for passive ftp!

Could anyone please help??? Note that I do have internal ftp servers
(NOT on the same server as ISA) which are also published and working
100%.
Here is my scenario:

192.168.0.17 (internal ftp server)

192.168.0.1 (internal)

ISA server
|
10.1.1.2 / 10.1.1.3 / 10.1.1.4 / 10.1.1.5 (all external)
_______________________________________________
* I published the internal ftp server (192.168.0.17) to external
ip address 10.1.1.3 (works 100% active/passive)
* I need to publish the ISA server as an FTP server as well to
external ip address 10.1.1.2 (only "active ftp" works)
