problem with firewall clients ISA server

hi everyone,
i have an urgent issue with ISA server firewall clients: when the number
of firewall session attain nearly 30 the connection to internet is shut
down for firewall clients in the network although the firewall service is
still working correctly(no error message is notified in the events log of
ISA server machine). besides, the ISA proxy clients connection to internet
is slow. generally, the internet trafic attain its maximum ( i mean nearly
100% of the intrenet flow is attained)when this problem occur.
if you have any idea about the cause of this problem please send it to me.
