plugin for badwidth mesurement

hi all
We have i direct connection to our school. We pay R1 for 1 Mb of
data.
Our users (scholars) buy bandwidth and we currntly run a pay-as-you-
go system - but we need to upgrade.
We need a plugin for the ISA Server that will messure bandwidth and
stop access if the purchased bandwidth is used up.
Any ideas?
