You should reinstall ISA in cache mode if that's what you need.
ISA in integrated mode considers itself to be broken if the firewall service
isn't running
Just go to Control Panel | Add / Remove Programs and select "Change".
You'll have the opportunity to change the ISA operating mode in that wizard.

I have installed ISA Server (integrated mode) and have disabled the
firewall service since I only need the cache capabilities for websense. I
have two network cards in and its sitting behind a firewall-1 firewall.
(The NIC IP addresses are 192.168.04 and 172.16.4.2) I have both network
addresses in my LAT. When I tried taking one off, I lost my connection to
the server entirely.
The main problem is, from clients on the 172.16.4.0 network, I'm not able
to ftp (isa as proxy)out.
Can anyone help please !!!!!!!!!!!!!!!!!!!!!!!!!!!
