how isa works as a firewall beause we have two servers

hi.
we have two servers running on windows 2000.and one is webserver and w2nd is
chat server but sometimes there is a pproblem if i shut down my chat server so
why my cliewents use msn and yahoo from web server because i close the services
of chatting in web serveer.please help me so i am very thankful to you.
