Check Microsoft Knowledgebase article Q288396. It can be corrected by
DNS.

Hi all Small problem with our company ISA server constant log
file errors
The ISA server services cannot create a packet filter
192.141.86.81. This event occurs when this a conflict between the lat
and the windows routing table. Check the routing table and lat to find
the conflict
Anyone got any ideas
