What type of files do they download usually?

You know there is problem with definition of what is file to be
processed after download and during download (streaming) and then what
is embedded to page and whats not.

So if you will be able to restrict http objects not bigger then 200KB
you will get problems elsewhere. 
Best way is to realize what type of file are they and then impose size
restriction based on that knowledge.

HI,
   I have a problem with domain users.

   They always download the files which are very large and because of
this 
the internet becomes slower.

   I want to restrict the user that user can download files which is not

bigger than for example
  200 kb.

   Does any body know how can i do from ISA server.
