[isalist] cache performance

Im confused on something. I have an upstream and a downstream isa setup.
the upstream ISA's cache performance is like this
while the downstream is like this..
id like to maximize both to use as much from the cache as i can. i set
both servers with the exact same cache rules, and cache configuration...
what would i be doing wrong?
