You're invited to believe whatever you like.
You are encouraged to believe however that as long as you provide a minimum of 
details on your problems, you're going to get generalized advice. 

For instance, the only thing you've stated about the remote VPN server is that 
"it's ISA 2004".  This, in and of itself is completely meaningless.  This, plus 
the fact that you've mentioned no attempt to examine either ISA or RRAS logging 
indicates guesswork and little else.
The fact that you've created an access policy that allows all ports between 0 
and 65535 also tells anyone reading that you're shotgunning.

Did you go look up what the "619" error means?  My $ says "no".
http://support.microsoft.com is a great place to start.
For instance, if I go there and plug in "vpn 619" to the search textbox and 
click on the little arrow button, it provides me a wealth of information and 
even populates the address bar with a really kewl URL that I can give to you:

If none of them help you, get a network capture of the event and we can help 
you sort it out.
BTW, I'm still waiting for the FTP capture...

VPN server on ISA before I can connect to externally?
