User Authentication

Good Day.
We have one big problem with the authorization of the users that are not
authorized to browse in internet.
We have configured ISA server like a chache, with the authentication of
the users on the NT Domain.
The problem is that, when the users authorize to browse give his user and
password of the domain to another user.
This second user that it's not authorize to browse, when open explorer it
ask "user, password,domain". If it's fill this field also this user it's
able to browse.
It's possible "without by one external software" chech if the account it's
already logged and if true don't permit to logon with the same account two
times?
