Trouble (sometimes) accessing secure web sites

Occasionally when I attempt to reach a secure web site from behind my
ISA Server, IE6 hangs. The little Microsoft emblem keeps spinning
forever (or until I kill it). If I go to a system with a public IP
address (outside my firewall) I have no problem. This behind the
firewall behavior does not always happen, just sometimes. Is it ISA, or
something else?
