We have Linux Squid and ISA Server installed as proxy servers. (transition
from squid to ISA Server).
Some sites have slow links and because of that ISA and Proxy slowly download
those pages, but ISA sometimes return error page and Squid never do that.
Squid do not return timeout error and he try to download page to infinity.
I want to set that on ISA Server.
I want to do that because squid return some slow sites but ISA don't because
its connection timeout is very low.

This is a TCP timeout.
This is seen when the remote (upstream) site is non-responsive.
What sites are causing you problems?

When I try to access certain sites I got an error page.
Error Code 10060: Connection timeout
Background: The gateway could not receive a timely response from the website
you are trying to access. This might indicate that the network is congested,
or that the website is experiencing technical difficulties.
I want to increase connection timeout on ISA Server 2004.
HOW TO DO THIS???
