The internal host must be either:
    a secureNAT client
or
    a firewall client
..also, make sure you have "Enable IP routing" selected in IP Packet
FIltering; it makes things go much faster...

What is it I need to do to be able to terminal out of my network? I have
a box sitting outside our network that I want to be able to term into
and test our websites from outside.

I have the rdp(terminal services) protocol enabled.
