Telnet Slow to connect from clients

I am noticing that Telnet is very slow to connect from a client computer
running the Firewall Client. It is so slow, that one of my telnet
applications times out and will not connect. We have packet filtering
enabled, however changing that setting does not effect the connection times.
Has anyone else experienced anything like this?
