Strange web proxy problem

I'm seeing the following problem:
Web Proxy Service running fine.
Can't browse the internet from the ISA box.
Have tried using packet filter for outbound port 80 traffic & no web proxy
client - no effect.
When using web proxy client, session doesn't show up.
Tried packet filter for all outbound traffic & no web proxy client - no
effect.
Only was to browse successfully is to set up a packet filter that allows all
inbound and outbound traffic.
I would think allowing outbound traffic on port 80 would work when not using
the web proxy. Also, shouldn't the proxy client showup when viewing session
if the browser is set to proxy?
I've tried reinstalling ISA, but it made no difference. TIA for any help.
