Static Nat is NOT posible with ISA (as you can do with RRAS)
What you can do is MAP some port on a external interface of the ISA to the same 
port on the internal hosts.
It´s called Server Publishing.

  I am not sure about the static NAT, but I can tell you that by default ISA 
will drop ping requests coming at it...which is probably a good thing. So 
before you can do anything else, you will need to create a protocol definition. 
I usually call this 'Query Response' and choose the predefined ICMP response.
