Slow Web Browsing

Wanted to ask if anyone experienced these problems.
I am finding web browsing or downloads, like windows updates, take too
long.
If I stop the firewall service and restart it and it seems to run fine,
but after a little while I am back to slow responses.
I've checked the server. The server is only running ISA server. The CPU
is not high, nor is the memory.
No event logs to indicate there is a problem, and I've checked the ISA
logs but they do not give me an indication of a problem.
Anybody?
