Site and Content Rule

I created a destination, then i created a site and content rule. In the
destination set i selected selected destination set then i selected my
destination schedule always, action Deny, and any request, and all
content, but it still alows clients to hit the site. I have the default
site and content rule in place. Is the default rule overriding my deny
rule?
