Setting committed bandwidth

Hi,
I've a 2MBps connectivity and installed ISA server to manage users and
policies. I would like to set a committed bandwidth to some users? Like some
users should get Min 64Kbps at any time. This should not go down because its
committed. If the others are not using bandwidth, then he may get more also(>64
Kbps). Is it possible to get this using ISA server?
