I have set up an allow rule that allows all sites from any request. I have
given IE on the ISA server the proxy server name (its own) and connect to
port 8080.. still did not work. it resolves the web site (in the status
bar), but does not load the web site.

you need to set up a site content rule 
that allows everything outbound
this will allow you to surf from your isa server

try this
IE > Tools > Internet options > connections>lan settings>
proxy server > check - use a proxy server with address as server name with
port 8080
 
might work.

My ISA server is connected with a dialup, my clients are using SNAT with no
problems. Buy my isa server can no get web pages. If I try to ping yahoo.com
it works with out a problem but when I open IE it cant get a web page. I
have set to allow all protocols through and set IE to be a SNAT client but
still no love. Ideas?
