To enable message filtering on a virtual server:

Start System Manager: On the Start menu, point to Programs, point to Microsoft Exchange, and then click System Manager.
Cannot Start the Application
You can manually start the application by following these instructions: On the Start menu, point to Programs, point to Microsoft Exchange, and then click System Manager.
Navigate to the SMTP virtual server.
Servers
Server
Protocols
SMTP
SMTP virtual servers
SMTP virtual server
Right-click the SMTP virtual server, and then click Properties.
On the General tab, click Advanced.
In Advanced, select the IP address to which you want to apply the message filter, and then click Edit.
Select the Apply Filter check box, and then click OK. Under Filter Enabled, Yes appears.
To disable filtering, clear the Apply Filter check box.

???? Do you mean, enabling the filter on the SMTP server?\ not enabling the filter on the isaserver, but enbling the filter on the smtp server with the isa management tool! Well if thats it i will give it another try.
