Rule clarification

Hi folks,
I have 3 rules 1)EXE downloads 2)DOC downloads 3) ZIP downloads. My
criteria is a user needs access to one particular site with download of
exe.He must be able to download (exe) from any other site.How should i
configure.All users have general internet access.Can i configure a rule for
that site alone and allow him for that site and the also give access for
exe download rule.Will that work,if not how.
