Routing to the internet

Hi all.
I have an ISA Server that acts as a VPN gateway. IP routing is enabled.
When a client makes a VPN connection, the ISA Server routes all the
client requests to all known subnets *EXCEPT* to public IP addresses
(these must go out through the external interface).
Is this by design?
Is there a workaround?
