You can replicate all protocol definitions, destination sets, and client address sets using the CreateImportScript.vbs script. You can find it on ISA installation CD under \support\tools\Admin_Tools directory. It cannot help you in replicating policies, but it can greatly reduce the time needed to copy all ISA properties.
