Sounds like ISA is not denying the request but instead passing it through
and trying to retrieve it externally as it would a normal Internet request.
Check your logs and see if that deny rule is actually getting applied.  I
think the field you're looking for is the Rule #2 field which would be Site
and Content rule that allowed / denied the request.  I don't remember off
hand which is which, but I think that's right.  I think Rule #1 is for
Protocol rules.  If your deny rule is not being applied then there's another
rule somewhere that is conflicting with it.  If so, disregard my rambling :)

I have the following setup:
 
ISA server standard edititon with the HTTP Redirector 
Filter set at "Send to requested Web server".  I have a 
Site and Content Rule set to deny internet access (all 
external destinations) to a group of users.  The Action 
is set to Deny and redirect to a web site on my internal 
web server (http://www.co.bonneville.id.us/it/index.htm). 
The domain co.bonneville.id.us is listed in the LDT.  
When I ping www.co.bonneville.id.us on a machine on my 
network, it comes back with the internal address of my 
IIS server (10.0.4.98) which is in the LAT. 
 
My problem is that the redirection does not occur.  If I 
type in any address other than my own domain, the browser 
comes up with a "Page cannot be desplayed error".  At the 
bottom of the error page is "Cannot find server or DNS 
error".  If I manually type in the above address 
(http://www.co.bonneville.id.us/it/index.htm), I get the 
page I created just fine.
 
Does anyone have any ideas why I can't get my ACCESS 
DENIED page to work?
