Sounds like ISA is not denying the request but instead passing it through and trying to retrieve it externally as it would a normal Internet request. Check your logs and see if that deny rule is actually getting applied. I think the field you're looking for is the Rule #2 field which would be Site and Content rule that allowed / denied the request. I don't remember off hand which is which, but I think that's right. I think Rule #1 is for Protocol rules. If your deny rule is not being applied then there's another rule somewhere that is conflicting with it. At the bottom of the error page is "Cannot find server or DNS error". If I manually type in the above address (http://www.co.bonneville.id.us/it/index.htm), I get the page I created just fine.
