Does the remote machine have any protection, firewall, etc?

I have created two defenitions, one for port 5800 and one for 5900. I
then
associated them to be allowed for certain users.
When I then tried to access a machine on the internet via http:5800 I
got
to enter a password then get the error message
"Java.net.ConnectionException: Connection refused"
Any ideas ?

PS, This is needed so certain admin employees can access other machines
on
the web.
