Dan-

As Jim said, this is all discussed in the doc links...  Here's what 
happened:

You've got an internal box serving Terminal Services, and the TSWeb 
component to provide clients with the ActiveX control to connect to that
(or 
any other) server.  You've got both HTTP and RDP (80 and 3389) published

through the ISA server to that internal box.

If an external client needs access to the internal box, the external
client 
will not be able to resolve host.whatever.com unless there is a DNS
entry 
for host.whatever.com in the DNS server that the client uses.  When the 
client uses the IP address, it of course works.  If you put an entry in
the 
hosts files on that remote computer, that will work too.  WINS of course

would not work as you did not (hopefully) install WINS on an Internet
host 
that the client can reach.   This is a simple matter of host name 
resolution.
