IT'S WORKING PROPERLLY....

See How I've implement:

1. Make sure SP1 installed.
2. Go to your Internet DNS Server and type in forward tab the internal and 
external address of isa server.
3. Clear Cache DNS, Update Server data files or Stop and Start DNS Server 
sounds good.
4. Go to the ISA Server, Create a Destination Set with ip address of your DNS 
externals.
5. Create a Client Address Set with your internal DNS Servers.
6. Enable DNS Filter, create a new rule in sites and contents rule called for 
example "Resolve DNS"
7. Create a protocol rule, select the protocol "DNS Query", "DNS Query 
Server","DNS Zone Transfer","DNS Zone Transfer Server", aplly to
   client set address created.
8. Stop and Start Firewall Client.
9. Go to internal client , nslookup on dos prompt and www.yahoo.com like test.

Go ....

find out who is listening on TCP port 53 

If you NSLOOKUP to your internal DNS servers from inside your network I assuem 
that works??
