Problem in executing Firewall Policy

Hi,
i have created some firewall policy that use protocols that i defined in
ISA 2004.
when i try to run the application that use this specific rule, the
connection is failed.
when i watch it in the log file, i notice that no rule that has a user
defined protocol definition is used.
please if you can provide with a solution.
