Port rejection

Hi,
too say I'm new to ISA is a understatment so forgive my ingorance - I need
to allow a monitoring server to monitor my ISA2004 server using an agent
running local on port 5666 tcp but this keeps getting denied as
"Unidentified IP Traffic"
Have added the tcp port 5666 in protocals but ISA will only allow this as
a outbound protocal.
big question is have I missed the plot and it is simple to do or is it not
posible to allow tcp connect inbound to the ISA server
