ISA only supports outbound VPN for secureNAT clients using PPTP (TCP-1723 and IP-47) only. If the protocol or clients don't meet these requirements, you may have a problem with this. If, on the other hand, they meet both requirements, you should only have to enable "PPTP through ISA firewall" in IP Packet Filter properties.
