Passive FTP non standard port

I need to do the following:
The firewall has to allow TCP Connections to 203.153.224.31:8023 the
firewall also has to permit passive ftp transfers using this as the
control channel.

I have added the HTTPS port to ISA using VBScript how can I get the
passive FTP to non stadard port?
