Yes, you can as long as it's not configured to be a root server.
CHeck you forward lookup zone list.
If you have a "." zone, delete it.
Then you can configure it to forward to your ISP DNS.

ISA is not a DNS proxy.
Enter a DNS IP that the SecureNAT clients can use to resolve external names.
