Would the order of my rules effect if RPC/HTTP worked or not?

I have the following setup:

Exchange rule 1 (DNS/SMTP)
Exchange rule 2 (SMTP)
OWA and RPC/HTTP
OWA Redirection
Web Enrollment Site
Workstations to Net
Servers to Net
Web Site 1
Web Site 2
Web Site 3
Web Site 4
Web Site 5
Deny Rule

My Exchange server is using SecureNAT, its gateway points to ISA Server,
would this be effect the RPC over HTTP?

I installed RPC over HTTP my only one Exchange server, I added the rpc
proxy info to the registry and changed the RPC/HTTP in Exchange so that
server is acting like a BE. I looked for the NTDS registry key but there
isn't one in my system, its for the global cataloging. Sounds correct?
