Well, given you've pretty much opened up full in/out access it should be
going out.....I would think. From your posting it appears your letting any
protocol out on any port and same way on your inbound.
Has this been tested without ISA in the picture? Do you know for sure the
data is going out and on the port of choice? You might want to sniff to
see the traffic.
Hopefully some of the other folks will have a lot better insight into it
since your going outbound programatically vs. a client browser.
