You can do it through a browser by including the login in the URL
 
ftp://username@xxxxxxxxxxxxx
or
ftp://username:password@xxxxxxxxxxxxx (good and secure...)
 
You'll want to server publish the ftp site in order for standard ftp
clients to work.

I have managed, with the help of Tom's "Configuring ISA Server 2004", to
Web publish an FTP server. It does prompt for a user name and password.
I don't think I have I have SSL configured correctly yet, but that is
not my concern right now. I can logon and am presented with the FTP
site. Is there any way through the browser to put or get a file from the
FTP site? Will an FTP client such as WS-FTP work?
