Have you tried restricting it on the user level?

Hello My name is Dwight Maddox and I am the net Admin for a transit
authority in Louisville.

I am setting uo a Kiosk computer in the atrium for the passangers to
use. 
I only want them to access about 4 sites that are related to transit.  I
set up ISA bcause I thought it might be more robust in the future than
proxy.  I know I could do what I want in proxy, but I think that I must
be
leaving something out in ISA.  I created a group that contains the
computers that are kiosk computers.  I can utilize the all access
policy,
but when I try to restrict it to onlu those four, I seem to loose all
access.

How would I accomplish what I am trying to do??

Can anyone help.
