No, you can't do this.
ISA only supports one external interface.

Subject: [isalist] Multiple Internet connections

Has anyone tried to run more than 1 WAN NIC in an ISA Server? I was
wondering if I can leverage all my DSL lines for bandwidth. I know I can
assign multiple IPs to a single NIC but I was hoping to have 2 or more WAN
NICs available. Any thoughts?
