If it's only for the configuration, you just to run this script:
ISAExportImportScript.vbs
that you can find with its documentation on isaserver.org site.
I just used it and it migrated my configuration very well!!! :)))

Someone told me they had seen an article or white paper on how to migrate
the configuration from one ISA server to a new ISA server within the same
domain. He doesn't remember where he saw it, and I haven't been able to
find any information on this. Is there a way to do this without manually
setting up all the configuration on the new ISA server? I just want to
retire the old ISA server. Thanks.
