Intermittent authentication when user attempts to connect to a web site

I can't tell where is coming from. Looks like the network login prompt.
Like when you try to go to a blocked site.
Some users do not get the authentication. The connection fails for the
user. Other web sites work.
This particular site is a radio station and they want to listen to the
daily show...
Please advise.
